Access one of your rate tables and in the Applicability field, specify if the rate table is Applicable to everyone or Exclusively reserved.

If a rate table is applicable to everyone, in the General tab below, you can specify a discount for a specific customer.

If a rate table is exclusively reserved, whilst still in the General tab, you can specify which customers classed as reserved and also specify a different discount for each.
